Profile: Keith Allen Butcher

Dr. Keith A. Butcher served as a West Virginia public educator in a variety of roles before coming to the University of Houston. Butcher was an elementary teacher and teacher of the gifted before beginning a career in administration. First serving as an elementary school principal, Butcher was district superintendent in the Nicholas and Fayette County school districts, was Executive Director for the Regional Education Service Agency 1 (RESA 1), was Executive Director for the Office of Instructional Services for the West Virginia Department of Education (WVDE), and later served as the Executive Director for the Office of Federal Programs and Accountability for the WVDE. Dr. Butcher previously taught courses in educational leadership for Marshall University and Concord University. In 2006, Butcher was elected President of the National Association of State Title I Directors (NASTID).
Dr. Butcher’s current professional research interests include the leadership behaviors of effective school district superintendents and research on how continuous school district improvement is facilitated through the organization of district administrative functions.
